Background on the Oshawa Program and Boundary Study
In May 2024, we informed families that the Province of Ontario had announced a $31 million investment to expand student spaces in Oshawa. This funding will support the construction of a new Kedron Catholic elementary school in north Oshawa and a six-room addition at St. Kateri Tekakwitha Catholic School. We are deeply grateful for this investment, which will help us meet the needs of our growing communities with modern, state-of-the-art facilities.
Following this announcement, board staff conducted a comprehensive boundary study to determine the catchment area for the new Kedron school and to assess any necessary adjustments to existing school boundaries. Public consultation sessions were held in February and March 2025, giving families the opportunity to review proposed options, ask questions, and provide feedback. Based on this input, final recommendations were presented and approved at the June 16, 2025, Board meeting.
Approved Boundary Changes
With the new Kedron Catholic Elementary School boundary now established, adjustments will be made to the boundaries of St. Anne, St. John Bosco, and St. Kateri Tekakwitha Catholic Schools. Please click here to view the map with the approved boundaries effective September 2027.
Implementation for St. John Bosco Catholic School and St. Kateri Tekakwitha Catholic School
- When the new Kedron school opens (anticipated for September 2027), all students in Kindergarten to Grade 7 who live within the new Kedron Catholic elementary school boundary will attend the new school. Please see the approved Kedron Catholic elementary school boundary here.
- For students entering Grade 8 in September 2027, a survey will be conducted during their Grade 7 year to determine whether they will graduate from their current school or transition to the new Kedron school. The majority preference will guide the decision. New Grade 8 students moving into the Kedron boundary that year will follow the outcome of the survey.
- If the school opening is delayed beyond September 2027, the same approach will apply to the relevant grade levels at that time.
Changes Affecting St. Anne Catholic School and St. John Bosco Catholic School (Study Areas 1 and 2)
- When the Kedron school opens (anticipated for September 2027), students in Study Areas 1 and 2 - currently within the St. Anne Catholic School boundary - will be reassigned to St. John Bosco Catholic School. Please click here to view a map that outlines Study Areas 1 and 2.
- This change will apply to all new students and to Kindergarten to Grade 7 students residing in Study Areas 1 and 2 at the time of the Kedron school opening.
- A similar Grade 8 survey process will be conducted for these students during their Grade 7 year at St. Anne Catholic School to determine their graduation school. The same principles will apply if the Kedron school opening is delayed.
Transportation and Ongoing Updates
Transportation to the new school will be provided in accordance with Board policy.

Frequently Asked Questions
The school is expected to open in September 2027, pending construction timelines and approvals.
In September 2027, if your child is in Kindergarten to Grade 7 and lives within the new Kedron boundary, they will attend the new school once it opens. Students who will be entering Grade 8 in September 2027 will be surveyed the year prior to determine their preferred graduation school.
If the opening is delayed beyond September 2027, the same transition principles will apply to the corresponding grade levels at that time.
Families of Grade 7 students who live within the new Kedron boundary will be surveyed in the year prior to the school opening (i.e. they will be surveyed in the 2026-2027 school year, prior to the anticipated Kedron school opening in September 2027). The majority response will determine whether the Grade 8 students remain at their current school or move to the new Kedron school.

Oshawa Program and Boundary Study - Unnamed Kedron Catholic Elementary School Consultation Process
A proposed boundary for the Unnamed Kedron Catholic Elementary School was determined in January 2025. A further review through a public consultation process, supported by a consultant, determined the boundary for this new school.
On May 21, 2024, we shared an update with families that the Province of Ontario announced a $31.0 million investment to provide additional pupil spaces in Oshawa. This funding will provide a new Catholic elementary school in north Oshawa and a six-room addition at St. Kateri Tekakwitha Catholic School. We are extremely grateful for the additional capital funding announcements, as they mean more schools and brand new, state-of-the-art facilities, to support our growing communities in Oshawa.
With the announcement of a new Unnamed Kedron Catholic Elementary School, an addition at St. Kateri Tekakwitha Catholic School, and a scope change to the New Monsignor Paul Dwyer Catholic High School from a Grade 7-12 to a Grade 9-12 school, we are engaging in updates and revisions to the Oshawa Program and Boundary Study.
On January 27, 2025, the following motion was passed by the Durham Catholic District School Board of Trustees:
- “THAT the Durham Catholic District School Board approves ‘in Principle’ the proposed boundary revisions for St. Anne Catholic School, St. John Bosco Catholic School, St. Kateri Tekakwitha Catholic Elementary School and the New Unnamed Kedron East #1 Catholic Elementary School outlined in the report dated January 27, 2025.”
Through a series of public meetings, the board will compile considerations and recommendations to bring to the DCDSB Regular Board Meeting in June 2025.
The Durham Catholic District School Board is committed to an open and transparent process that allows for public input through a variety of means. Public meetings have been scheduled on the dates below to present the options under consideration and to offer our parents and guardians the opportunity to ask questions and provide input.
The dates and locations for these meetings are as follows:

- Tuesday, March 4, 2025: 7:00 – 9:00 p.m. at St. John Bosco Catholic School

- Virtual Meeting Date: Tuesday, March 25, 2025: 7:00 – 8:00 p.m. via Zoom Webinar
Following these community meetings, staff will present the final boundary recommendations and address any implementation issues at a board meeting with the Board of Trustees for final approval.
