Expression of Interest (EOI): Turf Field Development Partnership
Introduction
Durham Catholic District School Board is inviting interested not-for-profit community groups, sports organizations, and potential partners to submit an Expression of Interest (EOI) for the development of a new turf sports field located at future site for Monsignor Paul Dwyer Catholic High School, located at: 1001 Greenhill Ave, Oshawa, ON L1K 0C3.
The purpose of this EOI is to identify partners who are interested in collaborating on planning, funding, constructing, and/or jointly using a high‑quality turf field that will support community recreation, school programming, and long‑term athletic development.
Project Overview
The proposed project includes:
- Installation of a full‑size synthetic turf field
- Lighting (optional)
- Fencing and field markings
- Drainage and base preparation
- Optional amenities such as seating, scoreboards, storage, or washroom facilities
The goal is to create a durable, multi‑sport playing surface suitable for soccer, football, rugby, lacrosse, and general community use.
Purpose of the Expression of Interest (EOI)
This EOI aims to:
- Identify groups that may wish to contribute funding or resources
- Explore partnership models (i.e., cost‑sharing, long‑term permits, joint use agreements)
- Understand community demand and usage patterns
- Assess the feasibility and level of commitment from potential partners
At this stage, the EOI is not a request for proposals (RFP). It is intended to gauge interest and gather preliminary information from organizations that may want to be involved.

Interested groups are invited to submit the following information:
- Organization Details
- Name of organization
- Contact person
- Email and phone number
- Brief description of your group and programming
- Interest in Partnership
- Your interest in participating (e.g., financial contribution, shared use, sponsorship)
- Estimated level of commitment (e.g., approximate funding range, in‑kind support)
- Intended Use of the Turf Field
- Types of sports or activities
- Estimated hours of use per week/season
- Age groups and number of participants

After reviewing the submissions, the Durham Catholic District School Board may contact groups for follow‑up discussions or to participate in later stages of project planning.
