Dear Parents and Guardians,
We are writing to share an important update regarding the Oshawa Program and Boundary Study. At the Regular Board Meeting held on June 16, 2025, the Board of Trustees approved the establishment of a new Catholic elementary school boundary in the Kedron area, as well as boundary changes affecting St. John Bosco Catholic School, St. Anne Catholic School and St. Kateri Tekakwitha Catholic School.
Background on the Oshawa Program and Boundary Study
In May 2024, we informed families that the Province of Ontario had announced a $31 million investment to expand student spaces in Oshawa. This funding will support the construction of a new Kedron Catholic elementary school in north Oshawa and a six-room addition at St. Kateri Tekakwitha Catholic School. We are deeply grateful for this investment, which will help us meet the needs of our growing communities with modern, state-of-the-art facilities.
Following this announcement, board staff conducted a comprehensive boundary study to determine the catchment area for the new Kedron school and to assess any necessary adjustments to existing school boundaries. Public consultation sessions were held in February and March 2025, giving families the opportunity to review proposed options, ask questions, and provide feedback. Based on this input, final recommendations were presented and approved at the June 16, 2025, Board meeting.
Approved Boundary Changes
With the new Kedron Catholic Elementary School boundary now established, adjustments will be made to the boundaries of St. Anne, St. John Bosco, and St. Kateri Tekakwitha Catholic Schools. Please click here to view the map with the approved boundaries effective September 2027.

As previously shared with families, a proposed boundary for the Unnamed Kedron Catholic Elementary School has been determined. A further review through a public consultation process, supported by a consultant, will determine the boundary for this new school.
Public meetings have been scheduled in February and March 2025 to present the options under consideration and to offer our parents and guardians the opportunity to ask questions and provide input.
Through these public meetings, the board will compile considerations and recommendations to bring to the DCDSB Regular Board Meeting in June 2025 for approval. Staff will present the final boundary recommendations and address any implementation issues in this report to the Board of Trustees. We wanted to share a friendly reminder of the upcoming meeting for families at St. Thomas Aquinas Catholic School regarding recent updates to the Oshawa Program and Boundary Study.
As previously shared with families, due to the announcement of a new Unnamed Kedron Catholic Elementary School, an addition at St. Kateri Tekakwitha Catholic School, and a scope change to the New Monsignor Paul Dwyer Catholic High School from a proposed Grade 7-12 school to a Grade 9-12 school, we are engaging in updates and revisions to the Oshawa Program and Boundary Study.
Due to the capital announcements and changes to the Oshawa Program and Boundary Study, St. Thomas Aquinas will be able to continue as a Kindergarten – Grade 6 regular track and Grade 1-8 French Immersion dual track school. There is adequate capacity with the use of some portables. This decision will support a robust population of Grade 7 and 8 French Immersion students remaining in the school, helping to balance enrolment across programs. Note that this is a reversal of the June 2023 decision.

With the announcement of a new Unnamed Kedron Catholic Elementary School, an addition at St. Kateri Tekakwitha Catholic School, and a scope change to the New Monsignor Paul Dwyer Catholic High School from a proposed Grade 7-12 school to a Grade 9-12 school, we are engaging in updates and revisions to the Oshawa Program and Boundary Study.

THAT the Durham Catholic District School Board approve the reversal of the following decision that was part of the June 19, 2023 ‘Oshawa Schools – Program and Boundary study report – Final’:
Upon the opening of the new Msgr. Paul Dwyer CHS (gr. 7-12), a) St. Kateri Tekakwitha CS will become a K-6 Catholic Elementary School. All grade 7 and 8 students (Regular and French Immersion tracks) from St. Kateri Tekakwitha CS will be accommodated at the new Msgr. Paul Dwyer CHS; and b) St. Thomas Aquinas CS will become a K-6 Catholic Elementary School. All grade 7 and 8 students (French Immersion) from St. Thomas Aquinas CS will be accommodated at the new Msgr. Paul Dwyer CHS;
And that reversal is based upon the Ministry of Education approval of new capital investments of a 622-pupil place Catholic elementary school in the Kedron development of North Oshawa; a 6-room addition to St. Kateri Tekakwitha Catholic elementary school; and the change in scope of the new Monsignor Paul Dwyer Catholic High School from a grade 7-12 school to a 9-12 school.
St. Kateri Tekakwitha Catholic School
St. Kateri Tekakwitha will continue to operate as a Kindergarten – Grade 8 dual-track elementary school (note: this is a reversal of the initial June 2023 decision) in the current boundary, until a new Kedron Catholic Elementary School boundary has been established through public consultation, at which point the St. Kateri Tekakwitha boundary will be adjusted accordingly.
St. Anne Catholic School, St. John Bosco Catholic School and St. Kateri Tekakwitha Catholic School - Unnamed Kedron Catholic Elementary School Proposed Boundary

St. Christopher Catholic School
French immersion students will graduate out of St. Christopher and will not have to transition as Grade 7 and 8 students to the new Monsignor Paul Dwyer when it opens.

In light of this funding announcement, board staff committed to reviewing the recommendations of the Oshawa Program and Boundary Study that were approved by the Board of Trustees on June 19, 2023.
