The Durham Catholic District School Board (DCDSB) is pleased to announce that the Ontario English Catholic Teachers’ Association (OECTA) Durham Occasional Unit and DCDSB have reached a tentative settlement on local matters to renew a collective agreement that will expire on August 31, 2022. The OECTA ratified the agreement with its membership on July 29, 2020 and the Board of Trustees ratified on August 17, 2020.

The Durham Catholic District School Board (DCDSB) has been advised that the Ontario English Catholic Teachers’ Association (OECTA) will continue negotiations next week and as such, the OECTA strike on Tuesday, February 25, 2020 has been cancelled.
All DCDSB schools will be open to students throughout the week.

Schools remain open during ETFO strike action on February 10-11, 2020
The Elementary Teachers’ Federation of Ontario (ETFO) announced that its members from the Durham Catholic District School Board (DCDSB) will engage in one-day strike action on Monday, February 10 and Tuesday, February 11, 2020.
In classes of more than 15, the Kindergarten program is delivered by a teacher and an Early Childhood Educator. If an agreement cannot be reached, there will be a full withdrawal of services by our Early Childhood Educators (ECEs) represented by ETFO.
Kindergarten classes will remain open on February 10 and 11. The regular Kindergarten program cannot be maintained in the absence of the ECE, however, we will make arrangements to assign other board staff to support the teacher in providing an appropriate level of supervision in each classroom on those days.
We value our ECEs and their partnership with our kindergarten teachers, and respect that legal strikes can be a normal part of the collective bargaining process when negotiating a collective agreement. The Elementary Teachers’ Federation of Ontario (ETFO) announced that its members from the Durham Catholic District School Board (DCDSB) will engage in a one-day strike on Thursday, February 6, 2020.
If an agreement cannot be reached, there will be a full withdrawal of services by our 100 early childhood educators (ECEs) represented by ETFO.
Our ETFO members will not be in DCDSB classrooms on February 6, 2020, however, all DCDSB schools, including Kindergarten classes will remain open.
While the regular Kindergarten program cannot be delivered in the absence of the ECE, we will provide for an appropriate level of supervision to support the safety of students on that day.

Today the Elementary Teachers’ Federation of Ontario (ETFO) announced that its members from the Durham Catholic District School Board (DCDSB) will engage in a one-day strike on Thursday, January 30, 2020.

ETFO has announced they will be engaging in rotating strikes at various boards across the province in the coming weeks. Should we receive notice that DCDSB’s ETFO members will be engaging in a withdrawal of services at any time, we will notify affected families directly.
ETFO members at DCDSB consist of the 100 early childhood educators who work with Kindergarten students in all of our elementary schools. We respect our early childhood educators and all DCDSB employee groups, and hope for a timely resolution at the central bargaining table that meets the needs of students.

In our board, ETFO represents the 99 early childhood educators who serve Kindergarten students in our elementary schools. ETFO does not represent DCDSB teachers.
During this time, education workers represented by ETFO will continue its work-to-rule job action, with the withdrawal of additional services such as supervision during extra-curricular activities, field trips, or planning and participation in school assemblies.
As always, the safety and well-being of our students and staff remains our highest priority. DCDSB continues to work with principals, vice-principals and managers to minimize impact on students. We are, however, aware that employees represented by ETFO play an important role in the instruction, safety and well-being of our youngest learners, and the withdrawal of services may cause some disruption.

OECTA to proceed with administrative job action
While negotiations continued over the last few days, an agreement between the Ontario English Catholic Teachers’ Association (OECTA), the Government of Ontario, and the Ontario Catholic School Trustees’ Association was not reached.
As a result, OECTA has confirmed that its members will engage in administrative job action on Monday, January 13, 2020. This means the withdrawal of some administrative duties performed by teachers. Below we have provided important information for students, parents and guardians during the labour sanction.

CUPE Agreement Reached – Schools Open Monday, October 7, 2019
We are pleased to inform you that talks between the Canadian Union of Public Employees (CUPE), the Government of Ontario and the trustees’ associations were successful over the weekend and an agreement was reached.
As such, CUPE will not engage in strike action and our schools are open to students on Monday, October 7, 2019.
As a Catholic school board, we respect the collective bargaining rights of our employee union groups and we are pleased that an agreement has been reached centrally for education workers represented by CUPE across the province.
The next phase of the collective bargaining process will continue at the local level between DCDSB and CUPE Local 218, which represents our custodians, maintenance workers, secretaries, educational assistants and ICT staff.

If a strike proceeds and schools close to students, what happens to childcare services operating in the schools? |
Childcare programs for infants, toddlers and preschoolers (who are currently enrolled) will continue to operate. Parents and guardians of students who attend before and after school programs should contact their childcare provider. |
What will educators and other non-striking staff do during a CUPE strike? |
In the event of a CUPE strike on Monday, October 7, non-striking staff members are expected to report to work as usual. In the absence of students in classrooms, educators will be participating in a variety of professional development activities. |
What is the status of Community Use of Schools permits? |
Community Use of School permits have been cancelled in the event of a strike or ongoing work-to-rule job action. |

Will ESL and LINC classes operate during the strike period? |
Yes, ESL, LINC and CNC classes will operate as usual at the Giffard Centre. All other continuing education classes will close. |
Will the Welcome Centre in Ajax remain open? |
LINC and ESL day and night classes will remain open at the Welcome Centre. |
Will community partners who rent space at DCDSB remain open? |
Yes, community partners such as Grandview Children Services, Community Innovation Lab and Brock Community Centre will remain open during a strike. |

The Canadian Union of Public Employees (CUPE) is planning a full withdrawal of services effective Monday, October 7, 2019 unless an agreement is reached over the weekend.
The health and safety of our students continues to be our highest priority. With that in mind, and upon careful review of various health and safety considerations, the Durham Catholic District School Board (DCDSB) has determined that we cannot safely operate our schools for students during a full CUPE strike.
As such, all of our schools will be closed to students in elementary, secondary and continuing education sites as of Monday, October 7, 2019 unless a new central agreement between CUPE, the Government of Ontario and the trustee associations can be reached before then.
We advise parents and guardians to make alternate child care arrangements beginning this Monday.
In the event of a full strike on Monday, parents and guardians will receive notification prior to the start of the school day directly via School Messenger. Updates will also be posted at www.dcdsb.ca/collectivebargaining.
The decision to close schools for students is a difficult one to make, but after assessing the ability and resources to maintain service levels in special education, supervision, safe arrival procedures and secure school environments, this decision was made with student safety as our highest priority.
As a Catholic school board, we continue to respect the collective bargaining process and are hopeful that ongoing talks and negotiations will result in a full settlement between the bargaining parties.

Pending Strike Action
Yesterday we advised families that the Canadian Union of Public Employees (CUPE) provided notice of their intention to escalate job action to a strike on Monday, October 7, 2019. This means a full withdrawal of services by our education workers represented by CUPE if a provincial agreement is not reached over the weekend.
This pending strike action may result in school closures which would mean students cannot go to school. Families are encouraged to have childcare arrangements in place in advance of a strike notification.
In the event of school closures, parents and guardians will receive notice from the board via School Messenger. Updates will also be posted at www.dcdsb.ca/collectivebargaining.

Childcare centres in our schools are operated by a variety of providers. Each of these organizations will be making their own decisions regarding their services. Please contact your childcare centre for information on services in the event of school closures.

Education workers represented by CUPE are currently on a legal work-to-rule, which means the withdrawal of some core services. This may impact wait times for school doors to be unlocked during instructional time.

APSSP represents the para-professional staff in their employment with the Board. The current collective agreement between the parties expires August 31, 2019. The bargaining agent that represents APSSP at the provincial level under the School Boards’ Collective Bargaining Act (SBCBA), The Educational Workers' Alliance of Ontario (EWAO), served the Ontario Catholic Trustees’ Association (OCSTA) with its notice to bargain on May 10, 2019. The parties to the SBCBA are in the process of scheduling a first collective bargaining meeting for their respective central negotiations table is scheduled for June 19, 2019. It is anticipated that local collective bargaining between the Board and its APSSP partners will begin after the central bargaining process has concluded. The Board will provide further updates as negotiations progress. |

CUPE represents Custodial/Maintenance staff, Educational Assistants, and Secretarial/Clerical/Technical staff in their employment with the Board. The current collective agreement between the parties expired August 31, 2019. The bargaining agent that represents CUPE Local 218 at the provincial level under the SBCBA, served the OCSTA with its notice to bargain on May 3, 2019. It is anticipated that local collective bargaining between the Board and its CUPE partners will begin after the central bargaining process has concluded. The Board will provide further updates as negotiations progress. |
Elementary Teachers’ Federation of Ontario (ETFO) |
ETFO represents Early Childhood Educators in their employment with the Board. The current collective agreement between the parties expires August 31, 2019. The bargaining agent that represents ETFO at the provincial level under the SBCBA, served the OCSTA with its notice to bargain on June 3, 2019. The parties to the SBCBA are in the process of scheduling a first collective bargaining meeting for their respective central negotiations table. It is anticipated that local collective bargaining between the Board and its ETFO partners will begin after the central bargaining process has concluded. Schools will be closed to students on Thursday, March 5, 2020
On Thursday, March 5, 2020, the Ontario English Catholic Teachers’ Association (OECTA) will engage in a one-day strike. This means there will be a full withdrawal of services by teachers in our schools if a collective agreement cannot be reached.
Please do not send your child to school on Thursday, March 5, 2020. In the interest of student safety, our schools will be closed to students. Families are encouraged to make childcare arrangements for the day as required. Classes will resume regular instruction on Friday, March 6, 2020.
While we regret any disruption to student learning, we respect all of our employee groups and understand that legal strikes can be a normal part of the collective bargaining process when negotiating a collective agreement.
We remain hopeful that an agreement will be reached soon and will continue to communicate as information becomes available at www.dcdsb.ca/collectivebargaining.

Elementary Teachers’ Federation of Ontario Reaches Tentative Agreement
The Elementary Teachers’ Federation of Ontario (ETFO) has announced that the Council of Trustees’ Association (Ontario English Catholic Teachers' Association and the Ontario Public School Boards' Association) and the provincial government have successfully negotiated a tentative collective agreement on central terms for its members. For the Durham Catholic District School Board (DCDSB), this includes our 100 Designated Early Childhood Educators. The details of the agreement remain confidential until ratified by all parties.
