June 18, 2025: DCDSB New Boundaries Established for North Oshawa Schools (Anticipated September 2027) (sent to families at St. John Bosco Catholic School, St. Anne Catholic School, and St. Kateri Tekakwitha Catholic School)

We are writing to share an important update regarding the Oshawa Program and Boundary Study. At the Regular Board Meeting held on June 16, 2025, the Board of Trustees approved the establishment of a new Catholic elementary school boundary in the Kedron area, as well as boundary changes affecting St. John Bosco Catholic School, St. Anne Catholic School and St. Kateri Tekakwitha Catholic School.

Background on the Oshawa Program and Boundary Study
In May 2024, we informed families that the Province of Ontario had announced a $31 million investment to expand student spaces in Oshawa. This funding will support the construction of a new Kedron Catholic elementary school in north Oshawa and a six-room addition at St. Kateri Tekakwitha Catholic School. We are deeply grateful for this investment, which will help us meet the needs of our growing communities with modern, state-of-the-art facilities.

Following this announcement, board staff conducted a comprehensive boundary study to determine the catchment area for the new Kedron school and to assess any necessary adjustments to existing school boundaries. Public consultation sessions were held in February and March 2025, giving families the opportunity to review proposed options, ask questions, and provide feedback. Based on this input, final recommendations were presented and approved at the June 16, 2025, Board meeting.

Approved Boundary Changes
With the new Kedron Catholic Elementary School boundary now established, adjustments will be made to the boundaries of St. Anne, St. John Bosco, and St. Kateri Tekakwitha Catholic Schools. Please click here to view the map with the approved boundaries effective September 2027.

Implementation for St. John Bosco Catholic School and St. Kateri Tekakwitha Catholic School

  • When the new Kedron school opens (anticipated for September 2027), all students in Kindergarten to Grade 7 who live within the new Kedron Catholic elementary school boundary will attend the new school. Please see the approved Kedron Catholic elementary school boundary here.
  • For students entering Grade 8 in September 2027, a survey will be conducted during their Grade 7 year to determine whether they will graduate from their current school or transition to the new Kedron school. The majority preference will guide the decision. New Grade 8 students moving into the Kedron boundary that year will follow the outcome of the survey.
  • If the school opening is delayed beyond September 2027, the same approach will apply to the relevant grade levels at that time.

Changes Affecting St. Anne Catholic School and St. John Bosco Catholic School (Study Areas 1 and 2)

  • When the Kedron school opens (anticipated for September 2027), students in Study Areas 1 and 2 - currently within the St. Anne Catholic School boundary - will be reassigned to St. John Bosco Catholic School. Please click here to view a map that outlines Study Areas 1 and 2.
  • This change will apply to all new students and to Kindergarten to Grade 7 students residing in Study Areas 1 and 2 at the time of the Kedron school opening.
  • A similar Grade 8 survey process will be conducted for these students during their Grade 7 year at St. Anne Catholic School to determine their graduation school. The same principles will apply if the Kedron school opening is delayed.

Transportation and Ongoing Updates
Transportation to the new school will be provided in accordance with Board policy.

We will continue to keep families informed through SchoolMessenger and the Oshawa Program and Boundary Study webpage.

January 31, 2025: Oshawa Program and Boundary Study Update - St. Christopher and St. Thomas Aquinas (sent to families at St. Christopher Catholic School and St. Thomas Aquinas Catholic School)

We are writing to provide an update on the Oshawa Program and Boundary Study.

Oshawa Program and Boundary Study Background
With the announcement of a new Unnamed Kedron Catholic Elementary School, an addition at St. Kateri Tekakwitha Catholic School, and a scope change to the New Monsignor Paul Dwyer Catholic High School from a proposed Grade 7-12 school to a Grade 9-12 school, we are engaging in updates and revisions to the Oshawa Program and Boundary Study.

On January 27, 2025, the following motions were passed by the Durham Catholic District School Board of Trustees:

  • THAT the Durham Catholic District School Board approve the reversal of the following decision that was part of the June 19, 2023 ‘Oshawa Schools – Program and Boundary study report – Final’:
    • Upon the opening of the new Msgr. Paul Dwyer CHS (gr. 7-12), a) St. Kateri Tekakwitha CS will become a K-6 Catholic Elementary School. All grade 7 and 8 students (Regular and French Immersion tracks) from St. Kateri Tekakwitha CS will be accommodated at the new Msgr. Paul Dwyer CHS; and b) St. Thomas Aquinas CS will become a K-6 Catholic Elementary School. All grade 7 and 8 students (French Immersion) from St. Thomas Aquinas CS will be accommodated at the new Msgr. Paul Dwyer CHS;
  • And that reversal is based upon the Ministry of Education approval of new capital investments of a 622-pupil place Catholic elementary school in the Kedron development of North Oshawa; a 6-room addition to St. Kateri Tekakwitha Catholic elementary school; and the change in scope of the new Monsignor Paul Dwyer Catholic High School from a grade 7-12 school to a 9-12 school.

What does this mean for my child?

St. Thomas Aquinas Catholic School
Following the capital announcement on March 27, 2024, to add a six-room addition to St. Kateri Tekakwitha, a new Kedron Catholic elementary school, and the restructuring of Monsignor Paul Dwyer to a Grade 9–12 dual-track secondary school, St. Thomas Aquinas will be able to continue as a Kindergarten – Grade 6 regular track and Grade 1-8 French Immersion dual track school. There is adequate capacity with the use of some portables. This decision will support a robust population of Grade 7 and 8 French Immersion students remaining in the school, helping to balance enrolment across programs. This is a reversal of the June 2023 decision.

St. Christopher Catholic School
French immersion students will graduate out of St. Christopher Catholic School (through to Grade 8) and will not have to transition as Grade 7 and 8 students to the new Monsignor Paul Dwyer when it opens.

Next Steps
A meeting has been scheduled to share this information with families and to provide an opportunity to ask questions.

The meeting is scheduled for:

  • Thursday, March 20, 2025: 7:00 – 9:00 p.m. at St. Thomas Aquinas Catholic School

If you require accessible accommodations to participate in this meeting, please contact Facilities Services at 905-576-6150 Ext. 22353 in advance so that appropriate arrangements can be made.

On December 16, 2024, the following motion was passed by the Durham Catholic District Board of Trustees:

  • “THAT the Durham Catholic District School Board approves ‘in Principle’ the proposed boundary revisions for St. Anne Catholic School, St. John Bosco Catholic School, St. Kateri Tekakwitha Catholic Elementary School and the New Unnamed Kedron East #1 Catholic Elementary School outlined in the report dated January 27, 2025.”

St. Kateri Tekakwitha Catholic School

St. Kateri Tekakwitha will continue to operate as a Kindergarten – Grade 8 dual-track elementary school (note: this is a reversal of the initial June 2023 decision) in the current boundary, until a new Kedron Catholic Elementary School boundary has been established through public consultation, at which point the St. Kateri Tekakwitha boundary will be adjusted accordingly.

Christopher and will not have to transition as Grade 7 and 8 students to the new Monsignor Paul Dwyer when it opens.

December 17, 2024: Unnamed Kedron Catholic Elementary School Boundary Consultation and Reversal of June 19, 2023, Decision for New Students in Kateri Tekakwitha Catholic School Boundary Directed to St. John Bosco Catholic School

On May 21, 2024, we shared an update with families that the Province of Ontario announced a $31.0 million investment to provide additional pupil spaces in Oshawa. This funding will provide a new Catholic elementary school in north Oshawa and a six-room addition at St. Kateri Tekakwitha Catholic School. We are extremely grateful for the additional capital funding announcements, as they mean more schools and brand new, state-of-the-art facilities, to support our growing communities in Oshawa.

In light of this funding announcement, board staff committed to reviewing the recommendations of the Oshawa Program and Boundary Study that were approved by the Board of Trustees on June 19, 2023.

With the announcement of a new Unnamed Kedron Catholic Elementary School and an addition at St. Kateri Tekakwitha Catholic School, we now have the capacity to reverse some of the initial proposals from the Oshawa Program and Boundary Study.

To that point, on December 16, 2024, the following motion was passed by the Durham Catholic District Board of Trustees:

  • “THAT the Durham Catholic District School Board approve the reversal of the following decision that was part of the June 19, 2023, ‘Oshawa Schools – Program and Boundary study report – Final’: Beginning immediately, new regular track students (Year 2 Kindergarten – Grade 8) in the St. Kateri Tekakwitha CS boundary will be redirected to St. John Bosco CS. New French Immersion students (Grade 2-8) will only be admitted where space permits.”

What does this mean for my child?

  • Some students who were new to the area (i.e. after June 19, 2023) and live within the St. Kateri Tekakwitha Catholic School boundary have been attending St. John Bosco Catholic School. They will be directed to return to St. Kateri Tekakwitha Catholic School for the 2025-2026 school year. Note: this impacts approximately 25 families, and these families have been contacted separately.
  • A boundary for the new Unnamed Kedron Catholic Elementary School has not yet been determined. A further review through a public consultation process, supported by a consultant, will determine the boundary for this new school.

Next Steps

The Unnamed Kedron Catholic Elementary School boundary review and consultation process will begin in 2025 (date(s) to be determined) and will involve public meetings and multiple feedback/engagement channels, including websites, forms, social media, and a dedicated email address and phone line.

See the letters sent to families on December 17, 2024, below:

A boundary for the new Unnamed Kedron Catholic Elementary School has not yet been determined. A further review through a public consultation process, supported by a consultant, will determine the boundary for this new school.

2022-2023 and 2023-2024 Oshawa Program and Boundary Study Approvals

November 16, 2023: Oshawa Program and Boundary Study - Updates for the 2024-2025 School Year

In follow up to the letter shared with families on June 22, 2023, we are writing to provide  an update on the Durham Catholic District School Board (DCDSB) Oshawa Program and Boundary Study. The following will assist in providing information for students currently attending a DCDSB school in Oshawa.

Oshawa Program and Boundary Study Background Information

The Oshawa Program and Boundary Study was initiated to address potential program and service delivery models at one or more Durham Catholic District School Board schools in Oshawa which are being impacted by the increased growth in north Oshawa, and due to the Ministry of Education announcement in July of 2020 to replace Monsignor Paul Dwyer Catholic High School with a Grade 7-12 school.

At the Regular Board Meeting held on June 19, 2023, the Durham Catholic District School Board of Trustees approved the recommended program and boundary revisions as a result of the Oshawa and Program Boundary Study.

What Does This Mean for My Child?

To provide further clarity, we have outlined the approved recommended program and boundary revisions for each school community.

Monsignor Paul Dwyer Catholic High School

  • French Immersion will be offered at the school, beginning with Grade 9 students starting September 2024.
  • When the new school opens, it will be a Grade 7 to 12 dual track English and French Immersion school (note: depending on the date of opening will determine if Grades 11 and or 12 will be offered).
  • One less feeder school (Sir Albert Love) will attend Monsignor Paul Dwyer Catholic High School.

Monsignor John Pereyma Catholic Secondary School

  • One additional feeder school (Sir Albert Love Catholic School) will attend Monsignor John Pereyma Catholic Secondary School.

Monsignor Philip Coffey Catholic School

  • No changes.

Sir Albert Love Catholic Elementary School

  • Grade 8 graduates will attend Monsignor John Pereyma Catholic Secondary School for Grade 9, beginning in September 2024.
  • A boundary adjustment to remove the current satellite area and add some of the St. Joseph Catholic School boundary that is walking distance to Sir Albert Love Catholic School. The boundary adjustment will also move some of the western part of the current boundary into St. Christopher Catholic School. This will only impact new students to the new boundary.
  • A follow-up survey will be sent to all families of Sir Albert Love Catholic School in the spring of 2024 to gauge the interest in having Grade 6 students graduate to Monsignor John Pereyma to align with the other feeder schools.

St. Anne Catholic School

  • No changes.

St. Christopher Catholic School

  • The French Immersion program will be gradually re-directed to St. Thomas Aquinas Catholic School and St. Kateri Tekakwitha Catholic School, beginning in September of 2024.
  • A boundary adjustment will be made to encompass some of the western boundary of both Sir Albert Love Catholic School and St. Joseph Catholic School. This will only impact new students to this new boundary.
  • A survey has been sent to parents of French Immersion students to determine the extent of the legacy grades that will remain at St. Christopher Catholic School in September of 2024 (which will be reduced annually).

St. Hedwig Catholic School

  • A boundary adjustment will be made to encompass the eastern portion of St. Thomas Aquinas Catholic School. This will only impact new students to this new boundary.

St. John XXIII Catholic School

  • No changes.

St. John Bosco Catholic School

  • Temporary holding school for new Regular/English Track students to the St. Kateri Tekakwitha Catholic School boundary.

St. Joseph Catholic School (Oshawa)

  • A boundary adjustment to include the current satellite area from Sir Albert Love Catholic School and add some of the St. Joseph Catholic School boundary that is walking distance to Sir Albert Love Catholic School. It will also move some of the western part of the current boundary into St. Christopher Catholic School. This will only impact new students to the new boundary.

St. Kateri Tekakwitha Catholic School

  • The French Immersion boundary will be adjusted to take in some of the St. Christopher Catholic School French Immersion boundary beginning in September of 2024.
  • Grade 7 and 8 students in French Immersion and Regular/English track programs will move to the new Monsignor Paul Dwyer Catholic High School when it opens.
  • Temporary restrictions to new enrolment will be redirected to St. John Bosco Catholic School until the new Monsignor Paul Dwyer Catholic High School opens.

St. Thomas Aquinas Catholic School

  • The school will become a Kindergarten – Grade 6 dual track (English and French Immersion). However, Grade 7 and Grade 8 French Immersion students will remain at St. Thomas Aquinas until the new Monsignor Paul Dwyer Catholic High School opens.
  • A boundary adjustment will be made to move part of the eastern portion regular track into the St. Hedwig Catholic School area. This will only impact new students to this new boundary.

June 22, 2023: Oshawa Program and Boundary Study Approved Recommendations

This letter is to inform you that at the Regular Board Meeting held on June 19, 2023, the Durham Catholic District School Board of Trustees approved the recommended program and boundary revisions as a result of the Oshawa Program and Boundary Study.

Why did the study take place?

The Oshawa Program and Boundary Study was initiated to address potential program and service delivery models at one or more Durham Catholic District School Board schools in Oshawa which are being impacted by the increased growth in north Oshawa, and due to the Ministry of Education announcement in July of 2020 to replace Monsignor Paul Dwyer Catholic High School with a Grade 7-12 school.

When did the study take place?

The Oshawa Program and Boundary Study began in June 2022, and over the past year a committee comprised of staff and Catholic School Council representatives consulted with the community in order to bring forth recommendations to the Board of Trustees. The consultation process involved committee meetings along with family and community engagement including four public meetings/open houses, updates via email, the creation of a dedicated webpage, surveys, feedback form/phone line/email address, videos, presentations and more. Through this series of public meetings and various feedback channels, considerations and recommendations were compiled and brought to the June 19, 2023, Regular Board Meeting. We thank everyone for their input and open dialogue throughout the consultation process.

What will the boundary change look like?

September 2023:

  • Approved boundary change for St. Joseph Catholic School and Sir Albert Love Catholic School that will be applicable to any new registrations (i.e. registering after June 19, 2023) and will take effect beginning in September 2023. A portion of Sir Albert Love Catholic School boundary (Satellite Area) will be directed to St. Joseph Catholic School and a portion of St. Joseph Catholic School enrolment will be directed to Sir Albert Love Catholic School. This boundary change is only in effect for students registering after June 19, 2023. Current students and any students who registered prior to this date will not be impacted. Please see map for details.
  • Any Year 2 Kindergarten – Grade 8 students registering after June 19, 2023, in the St. Kateri Tekakwitha Catholic School boundary will be redirected to St. John Bosco Catholic School. New French Immersion students (Grade 2-8) will only be admitted where space permits. Current students and any students who registered prior to this date will not be impacted for the 2023-2024 school year.

September 2024:

  • Beginning with students who are currently in Grade 7 at Sir Albert Love Catholic School, when students graduate from Grade 8 (i.e. beginning in June 2024), they will transition into Grade 9-12 at Monsignor John Pereyma Catholic Secondary School (note that Sir Albert Love Catholic School currently feeds into Msgr. Paul Dwyer Catholic High School). Please see map for details.
    • Sir Albert Love will remain a Kindergarten – Grade 8 elementary school, pending a school consultation/survey.
  • A portion of the English/regular track boundary from St. Thomas Aquinas Catholic School will be moved east to St. Hedwig Catholic School. Current students and any students registered for the 2023-2024 school year will not be impacted. This boundary change only applies to new students registering for the 2024-2025 school year. Please see map for details.
  • St. Christopher Catholic School boundary will be expanded east to take in a portion of both St. Joseph Catholic School and Sir Albert Love Catholic School. Current students and any students registered for the 2023-2024 school year will not be impacted. This boundary change only applies to new students registering for the 2024-2025 school year. Please see map for details.

When the new Monsignor Paul Dwyer Catholic High School opens, the following will take effect:

  • St. Kateri Tekakwitha Catholic School will become a Kindergarten – Grade 6 elementary school. All Grade 7 and 8 students (English and French Immersion) from St. Kateri Tekakwitha Catholic School will be accommodated at the new Msgr. Paul Dwyer Catholic High School. Please see map for details.
  • St. Thomas Aquinas Catholic School will become a Kindergarten – Grade 6 elementary school. All Grade 7 and Grade 8 students (French Immersion) from St. Thomas Aquinas Catholic School will be accommodated at the new Msgr. Paul Dwyer Catholic High School. Please see map for details.

Further consultation is required to determine implementation plan for the following:

  • St. Christopher Catholic School will become an English Kindergarten – Grade 8 elementary school with its existing French Immersion program being re-located to St. Thomas Aquinas Catholic School and St. Kateri Tekakwitha Catholic School. Through future consultation, implementation details including date this will take effect, and any potential legacy students (i.e., may allow Grade 7 & 8 students to graduate out, if numbers are viable), will be determined. Consultations will begin in September 2023. Please see map for details.

Transportation

Student transportation will be provided to eligible students in accordance with the Student Transportation Policy PO429. Further details will be shared with families regarding any impacts related to transportation in August 2023 via the Durham Student Transportation Services Parent Portal or 24-hour automated phone line (1-866-908-6578).
